Israel to change aviation regulations

The Israel Civil Aviation Authority and Ministry of Transport announced the draft proposal for new aviation regulations that will be brought before the Knesset for approval and will replace the existing aviation regulations that date back to 1927 and the British Mandate period.

Minister of Transport Yisrael Katz announced that the new aviation draft regulations will be presented to a ministerial committee with legislative powers, for approval by 1st August 2009, with the aim to speeding up the process of restoring Israel to the highest aviation safety levels.

Israel’s aviation rating was lowered by the FAA at the end of 2008 from level 1 to 2 on safety faults discovered during the inspection of its civil aviation, including among other things old regulations and procedures that had not been updated for many years.

Minister Katz indicated that the new aviation regulations would include all of the recommendations and remarks of the FAA and would enable Israel to meet the international standards set by the International Civil Aviation Organization (ICAO).  Minister Katz added that the old flight regulations were one of the main criticisms of the FAA.  By resolving these issues Israel was taking an important step towards returning to the highest safety rating.

The new draft law includes up to date legislation, compatible with the main legislation in Israel and according to the directives of the Chicago Convention and its addenda, providing among other things additional powers of inspection and enforcement and ensuring regulation and coordination between civil and military aviation.
